H-STB-QAM-ATSC is a unique universal dual-standard  Set Top Box -  IRD Integrated Receiver Decoder and PVR Recorder -Digital TV converters

1) CATV RF Off the Air antenna digital ATSC signal Tuner Decoder
2) CABLE TV Digital DVB-C Annex B QAM 64/256 Tuner Decoder.

This decoder can decode ATSC and  Clear QAM Modulated RF.
The decoder has 4 Major Outputs:

1) HDMI output up to 1080p60
2) YPbPr component Audio Video Output up to 1080i (RCA connectors )

Your hunch is correct. Our box is for QAM/ATSC; or CATV frequency in the band between 5-1000Mhz
You have a Satellite Dish, which is LBand, lives in the frequency 1-2Ghz; these are entirely different formats. 
If you have a Dish subscription account its best to call them for another box as they are licensed subscriptions; buying a box online can work in some cases if you still purchase a CAS card from Dish; but in our case the RF STB is for clear QAM or ATSC 8VSB, not a satellite signal for converting coax to HDMI.

Yes, it looks like it. So long as the box you have is ATSC or Clear QAM, then it will replace it.
Who is your Cable TV provider? if you connect RF coax directly to the TV and scan it, is it finding the channels?
2) I see, if you have Xfinity, means you're paying for service which Cable QAM, your service is more than likely which means you require that specific box from Xfinity in order to get your channels. 
 
Our units are Clear QAM with no encryption, used in different applications; the point is you should be contacting Xfinity for another box, because otherwise you won't be getting the channels you're paying for.

1) Correct. Our units will modulate HDMI inputs and send out the signal as Clear QAM so no STB is necessary, so long as the televisions have RF input decoders built into them. 

2) Yes, generally speaking televisions have RF decoders/tuners built into them. Hence why you can plug in RF cable and get a picture without an STB, because they decode Clear QAM(cable) and ATSC(Antenna); which is what televisions have been using for decades; however I would point out that many new models of tv's coming onto the market don't have RF inputs anymore.

We do have several CATV RF Set-top boxes supporting various modulation standards, although they will not work with the RF from your Cable providers.
They can decode CLEAR RF QAM only, cable companies send encrypted RF, so you have to use their STB's to decode the signal.
Those units can decode Off Air RF, because it is not encrypted.
Where are you located, what modulation standard is used in your location?

The analog switch for RF out is on the back and you can toggle between channel 3/4
So you will input the RF on the back, and also take RF off the back; F-Type connectors are on the left hand side.

QAM and ATSC are both digital signals. The box you have is for digital RF. 
Analog RF is NTSC; this box can not decode NTSC. 
Not sure who got the idea it can do that, the only analog portion of that box is that it can do QAM to ANALOG on RF CH3/4 which is a switch on the back.

The cable companies encrypt their QAM channels, so you would need to use a particular STB which is supported by that cable company.
Our STB supports CLEAR QAM without any encryption.
The easiest way to check if your QAM is encrypted or not, please connect the CAble TV feed to your Tuner TV, if the Tv scans channels OK, then you have Clear QAM, if not your Qam is encrypted and you Must use Cable Tv STB.
There is no other way around it.

Yes correct, so new TV's that don't have RF tuners built in all have the same issue, if you have a QAM system in place for RF, you need a tuner to convert the signal from RF to HDMI. 
These boxes are exactly what you need. The only question you can ask if it's QAM or ATSC, but since its a campus wide circuit, I'm 100% positive it's going to be QAM. 
So you plug it in, do a channel scan on QAM (cable), then use the remote to change the channel to your desired preference.

1) If the cable in the RV park is either Clear QAM or it is Antenna ATSC, then we have a tuner box available. 
However if it's cable from a telecom, like Spectrum, Time Warner, Verizon Fios etc then you need to get a box from them.

Yes, those units can do ATSC to HDMI. They are RF demod specific. This is an RF STB, for RF demodulation to HDMI output and must be ordered in a specific RF modulation standard. 
However I would suggest these models H-STB-QAM-ATSC

Rackmount is not available, they are only made in compact format.

They have volume control but that's it. Our more high end encoders with all the bells and whistles have features like that because the encoding chipset can handle it. 
A model with a cheaper encoding chip won't be able to handle all the in depth features like that. 
 
The issue is he's pulling the audio directly from the STB, meanwhile our model needs to encode and modulate the picture; naturally that's taking longer to do. 
 
This is my cheap solution for sports bars that want to handle the audio from a Petit in realtime; our RF STB modulated to the same channel as the PETIT output, and pull the analog audio of our RF STB. 
 
The whole key to this solution is you need to pull the audio AFTER it's encoded and modulated, not BEFORE. 
Pulling the audio before the encoding/modulating means you're gonna get it about 150-300ms faster then the video. 
Encoding takes about 0.5 seconds. 
The only way to sync Video/Audio would be using an external tuner. 
The tuner would decode Audio at the same time as the TV's would decode Video

I have one more question: Is your application intended for local RF coaxial in-house distribution, or is it dedicated to a cable TV company? 

1) Based on your answer, the H-8TS-ATSC/QAM 8-channel QAM to IP and ASI transcoder might work for you. 

The unit has 8 inputs and can transcode 8 SD or 4 HD programs. Since you have 12 HD transport streams, you would need 3 devices, as each unit can only transcode 4 HD programs.

Unfortunately, our STB will only work with Clear QAM, so it will not be compatible with Spectrum or any other cable TV service.
You can easily determine if you have encrypted or Clear QAM by connecting the RF cable directly into your TV. If your TV finds channels without a cable TV STB, then you have Clear QAM. Please let me know if this is clear.

While this is a viable solution, I have a better option for you.
 
Instead of decoding the QAM signal and re-encoding it, you can go directly from QAM to IP using our Thor H-16QAM to IP gateway. This unit has 16 independent QAM tuners and will output all TS's available and muxed on those 16 unique cable TV channels. This way, you will get the original encoded streams, not a re-encoded "copy."
 
The H-16QAM to IP gateway has a user-friendly NMS GUI, allowing you to remotely scan any channel and convert it to a specific multicast IP address.
