H-STB-QAM-ATSC is a unique universal dual-standard Set Top Box - IRD Integrated Receiver Decoder and PVR Recorder -Digital TV converters
1) CATV RF Off the Air antenna digital ATSC signal Tuner Decoder
2) CABLE TV Digital DVB-C Annex B QAM 64/256 Tuner Decoder.
This decoder can decode ATSC and Clear QAM Modulated RF.
The decoder has 4 Major Outputs:

1) Correct. Our units will modulate HDMI inputs and send out the signal as Clear QAM so no STB is necessary, so long as the televisions have RF input decoders built into them.
2) Yes, generally speaking televisions have RF decoders/tuners built into them. Hence why you can plug in RF cable and get a picture without an STB, because they decode Clear QAM(cable) and ATSC(Antenna); which is what televisions have been using for decades; however I would point out that many new models of tv's coming onto the market don't have RF inputs anymore.
The cable companies encrypt their QAM channels, so you would need to use a particular STB which is supported by that cable company.
Our STB supports CLEAR QAM without any encryption.
The easiest way to check if your QAM is encrypted or not, please connect the CAble TV feed to your Tuner TV, if the Tv scans channels OK, then you have Clear QAM, if not your Qam is encrypted and you Must use Cable Tv STB.
There is no other way around it.
Since you have a paid service, Comcast, the QAM signal is encrypted
and the only way to get that signal is through their products. We only
offer Clear QAM or ATSC tuners.
You'd need to contact Comcast directly and get pricing for an
additional Set top box.

I have one more question: Is your application intended for local RF coaxial in-house distribution, or is it dedicated to a cable TV company?
1) Based on your answer, the H-8TS-ATSC/QAM 8-channel QAM to IP and ASI transcoder might work for you.
The unit has 8 inputs and can transcode 8 SD or 4 HD programs. Since you have 12 HD transport streams, you would need 3 devices, as each unit can only transcode 4 HD programs.

2) Another, less expensive option would be re-encoding. You could use 12 small QAM set-top boxes (STBs) we carry—H-STB-QAM-ATSC—to convert them to HDMI format.
