Thor’s dual channel compact encoder modulators are designed for high density digital HDTV channel generation. These systems accept video inputs in all standard HD or SD formats, including component, composite, or HDMI. In addition they also support all other advanced functions normally found on larger 19 in rack systems. Their compact form factor is designed to be a table top/desk mount installation. Supported features include support for HDCP, closed captioning (608 on analog RCA), independant audio input apart from HDMI for audio. For convenience all functions can be set via a keypad and LCD display located on top of the unit. However the ideal method for configuration is provided through any standard web browser. Two Ethernet network ports are provided, one for configuration and a second for IPTV output. IPTV output is provided in the form of UDP unicast or multicast address outputs with two addresses for single program SPTS outputs and a single address for the combined multi program MPTS stream. For broadcasters, both ASI input and output are provided on BNC terminals. HDTV output is provided on standard 75 ohm Type-F connectors with adjustable RF output power level. The H-2ADHD also is capable of modulating both standards of QAM and ATSC, using the highly functional NMS GUI you’re capable of using either standard without reprogramming the unit. Yes, the encoder can output either UDP or RTP unicast or multicast streams, depending on your preference. For example, for CH 1 multicast IP streaming, the address is 224.2.2.2 on port 2234. On the VLC player, you can access this stream by typing the following syntax: udp://@224.2.2.2:2234. You can access that video anywhere on the LAN network if the IGMP protocol is enabled on the switches. You can also access it on any IP STB, like this one:

What is the reason for needing to go from HDMI to NDI Converter -> NDI Sienna Digital Matrix -> RTSP stream -> RTSP to CATV RF?
Why can you not go directly from HDMI to CATV RF? I believe there are too many unnecessary steps in your current setup.
Using just HDMI modulators would be much less complex and more immune to failures.

We have several ways to distribute videos over IP, Coax, or fiber.
in your case, a simle CATV RF distribution would be the best choice.
For 10-12 channels, you could use 8 + 4ch HDMI digital HD modulators.
This is how it is usually done in sports bars, gyms, hotels, MDU's
The beauty of that is that it is maintenance-free.
Once it's done and programmed, there is no maintenance required, and you will not need any STB's per TV.
