Description

The Forward RF 45-1000Mhz containing CATV Channels 2-135 is being sent from the Headend to the endpoints.
The second component is a Return Path 5-42Mhz containing Data, being sent from endpoints to the headend.
Since Cable TV over coax cable service is actually Bi directional communication on different frequencies, forward path and return path.
Copper Coax is a great transmission medium, but it is losing a lot of transmission power over long-distance runs, single mode fiber solves that problem. 
Thor has a solution for it and provides TX and RX devices, to replicate and simulate the bi-directional RF Point to Point over 2 Fibers.
Very useful for extendeding point to point , any CATV interactive service and Fast Cable Internet Service where bi-directional signals are being sent back and forth.  
These devices convert electrical RF to optical in both directions simultaneously, it supports encrypted CATV, Clear QAM, and ATSC modulated RF.
It also supports Analog modulated RF PAL and NTSC.
Compatible with Cable TV and Internet Coax services like Comcast, Spectrum, Charter, Xfinity, Cox Communications and more.
Unit requires 2 single-mode fibers, and need to be interfaced with SC/APC fiber connectors to eliminate any reflections.

The F-RFoF-TX  is a dual-purpose device; Forward RF 45-1000Mhz fiber optic TX on one fiber, and also CATV RF Return Path 5-42Mhz RX on the second fiber. 
The F-RFoF-RX does the opposite;  Forward RF 45-1000Mhz fiber optic RX on one fiber and  Return Path 5-42Mhz TX on the second fiber.
 
Using in pairs allows you to replace Coaxial Cable for long-distances up to 10Km.
Can also be used as a Fiber Break for copper to fiber isolation for secure areas (ie a SCIF room)

Answer:

All RF products require singlemode fiber only. It's impossible to put
a digital RF signal on multimode, it flat out won't work regardless of
manufacturer. It's a physical impossibility.
Also everything we make for RF over Fiber all require SC/APC
connectors. If you don't have that kind of termination then you can
use jumper cables for the conversion.

Rep 1) In cases like this that require you use a modem, then you require bidirectional communication; then you are correct this would be the ideal solution. F-RFoF
We do have less expensive options for unidirectional CATV only, but for bidirectional the F-RFoF is the best option.
2)
It actually depends if the cable company needs to register their STB's in their headend.
The big cable Tv companies usually do that, so each STB sends the signal to the headend on the return path band 5-45Mhz, and headend sends the STB channel information for decoding.
 
But you might try to use just forward TX, RX 54-1000Mhz and check if that work, or call the Cable company, the problem is that only the people from headend would know details like that, most likely the customer service people would not even know.
