The Thor Broadcast H-IRD Integrated Reciever Decoder is a professional quality broadcast Reciever and Decoder used for decoding MPEG2 or MPEG4 transport streams.  The unit features professional quality outputs with the following formats: HDMI, YPbPr, CVBS, HD-SDI, or IP.  The ability to recieve and rebroadcast IP streams is a unique feature of the Thor H-IRD.  The Thor IRD is able to recieve many different signal standards and offers the majority of the most common output formats.  The unit is able to decode both MPEG2 and MPEG4 transport streams, and features HDMI output.  This unit is also able to decode DVB-C/T signals, making it ideal for worldwide projects.  The IRD's 9 port IP board allows an incoming IP stream to be decoded and then rebroadcast to up to 9 other IP addresses, making the unit ideal for future IP integration.   The V2 model of Thor's H-HD-IRD line is a tried and true broadcast decoder with hundreds of applications in the digital headend.

Answer:
The V3 IRD will only decode UDP/RTP streams
 
We do have a compact IP decoder that outputs HDMI, this unit will take RTSP, RTMP
 
The NVS-3500 can also Decode RTSP, RTMP
 
Or you can let us know what your application I can see what else fits the bill better.
Are you going to use LAN or WAN for IP transport?
Answer:
Yes both the encoder and decoder should have static IP's so you can log in to them when necessary.
But it doesn't have to static WAN IP address, it can be the LAN static IP address, and basically the encoder sends the IP stream to the Router WAN IP address with the specific port and the router send it to the DECODER LAN IP address.
